The South End Historic District Study Committee was created by Stamford Board of Representatives Resolution #4085 on February 1, 2021 pursuant to Connecticut State Statute Section 7-147b 

It is tasked with updating the inventory of historic buildings and determining the feasibility and boundaries of a potential Historic District in the South End, based on a draft scope of work approved by the Board of Representatives.

A Historic District pursuant to State Statute is created after:

  1. the Study Committee’s report has been reviewed by the Planning Board, Zoning Board, the Mayor and the Connecticut State Department of Economic and Community Development;
  2. A Public Hearing has been held;
  3. Two-thirds of the property owners in the proposed district vote for the creation of the district; and
  4. The Board of Representatives approving an ordinance creating the Historic District.

Once a historic District is created a Historic District Commission will be installed. The Commission has to review and approve proposed changes to buildings and structures in the Historic District.
