Meeting #1 on October 21, 2021 – We discussed what residents like about the park, what they don’t, and potential improvements. Many of the concerns centered on traffic and parking issues, and therefore the Transportation, Traffic & Parking Department agreed to supplement the park improvement plan with a traffic & parking improvements plan, primarily for Burdick St. and Upland Rd./Belltown Rd. Meeting #2 on March 24, 2022 – We reviewed results of the survey on “likes and dislikes,” and presented preliminary concept plans.

Meeting #3,
- On January 31, 2023 - We presented the playground and roadway improvements survey results, and fully developed plans.

Background

Park Department staff met periodically with the Friends of Barrett Park in 2021 to discuss ideas about general improvements to Barrett Park. In response, the City hired consultants at BETA Group in Hartford, CT to do a final design for a playground and a master improvements plan with cost estimates. The process has taken longer than we all expected. Initially, we expanded the project to include roadway and traffic planning on streets surrounding the park, which slowed the process a bit at the beginning, but was well worth including. Despite a couple of drainage upgrades completed within the last 8 years, there are still some areas of poor drainage in the playground & pavilion areas. A drainage study completed in October 2022 will be the basis for the finished plans.

Goals

The goal of this project is to develop a phased master plan primarily for improvements/repairs/upgrades to existing elements in the park including the following:

A new, ADA compliant playground with 2-5 & 5-12 play equipment.
Improved pedestrian and ADA access to the park, including evaluation of the stone walls.
Improved traffic flow and parking on Burdick St and an evaluation of the traffic issues on Upland /Belltown Rd.
Potential upgrades to existing features including the pavilion, recreation/bathroom building, baseball facilities, and landscaping.

Before and during the first public Zoom meeting on October 21^st, many people commented about roadway traffic problems in the Barrett Park vicinity. In response, the Transportation, Traffic & Parking Department has stepped in to work with the Traffic Engineering division of BETA Group on roadway improvements. This will enhance our project greatly, potentially identifying transportation grant opportunities.
