The City of Stamford has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26.  It is the policy of the City of Stamford to ensure that DBEs and small businesses have an equal opportunity to receive and participate in DOT–assisted contracts.

The City of Stamford has proposed a goal of 7% for participation by Disadvantaged Business Enterprises in Department of Transportation (DOT) assisted contracts for the period October 1, 2024 - September 30, 2027.  The proposed goal and its rationale are posted on the City of Stamford website.  The City of Stamford will accept comments on the proposed goal until August 15, 2024. Questions and comments regarding the DBE Program may be addressed to Anita Carpenter, Grants Officer, at (203) 977-4911 or acarpenter@stamfordct.gov.

Small, Minority and Woman-owned businesses can apply for DBE certification via the State of Connecticut Unified Certification Program at  https://portal.ct.gov/dot/business/office-of-equity/disadvantaged-business-enterprise  . The website provides information about the Federal DBE Program as well as detailed instructions for applying online.
