As a reminder to owners and managers:

Tenant leases should extend no longer than 12 months in order to allow for proper recertification and rent adjustment, as required by the program.
Recertification (including verification of income eligibility) is to be completed annually (generally at the time of a new lease).
Rent adjustments should be made annually and must remain under the Rent Limit. The maximum monthly net rent for a particular unit would be the Rent Limit for 2024 for the proper unit type (bedroom size and AMI level) minus the Utility Allowance (calculating the estimated monthly utilities to be paid out of pocket by the tenant - including the fixed gas rate if the building uses gas and typically excluding microwave and refrigerator). Rent Limit and Utility Allowance documents may be found above.
Please refer to each building’s Affordability Plan for building-specific information.
Should a tenant be concerned their rent has been raised excessively they may file a Fair Rent Complaint (even if the rent is within the limits of the BMR program), in which case the Social Services Commission of the City of Stamford has an opportunity to investigate and possibly limit the rent charged.
The City’s Affordable Housing Manager should be notified of any change in building contact information.
Non-compliance with the Below Market Rate program is a zoning violation and may be treated as such.
