Background

The Pepper Ridge Neighborway Planning Project is a multi-pronged effort to improve neighborhood livability through improved walking and biking paths, traffic calming, and roadway safety improvements.

By working with the community, this planning process will assist the Transportation, Traffic & Parking Department in project identification to better allocate capital dollars for various roadway safety projects such as traffic calming implementation, new sidewalk construction, and bike facilities. It should be noted, there is currently no allocated capital dollars for implementation of traffic calming devices; however, this project assists the Department in seeking funding.

As identified in the Stamford Bicycle and Pedestrian Master Plan, various neighborhood concerns around speeding and roadway safety, five schools and a library within the project area, this area necessitates improvements to the roadway network. With Pepper Ridge Road functioning as the spine of the neighborhood, this roadway is home to many pedestrian, bicyclists, and vehicles. Stamford’s lack of defined east-west routes leads to the utilization of smaller local roads by drivers to get across the City. Specifically, the Turner Road/High Clear/Unity, Silver Hill, and Woods End/Berrian routes are used to connect High Ridge Road and Newfield Avenue. There are 5 schools located within the study area, all with high proportions of students who walk to school. It is important to build Safe Route to School Infrastructure so children can safely walk to school to reduce traffic and improve public health. More broadly, calming traffic and creating safer routes for people to walk and bike improves the livability of the neighborhood while improving safety.

The study area is defined as the area south of Vine Road, west of Newfield Avenue, North of Turner/High Clear, and east of High Ridge Road.

Goals

The Department is undertaking this effort to identify locations to implement new sidewalks, traffic calming devices, ADA upgrades, and the recommendations of the Bike/Ped Master Plan.

Through a multi-pronged community engagement process including surveys, public meetings, walk-throughs and stakeholder conversations, traffic data, and previous plans and studies, a list of recommendations will be formed. These recommendations will then be used to implement pilot projects and later, subject to available funding, fully building out the recommendations.

The Department has received $2,000,000 in federal earmarks for sidewalk construction (not for reconstruction, but expanding the current network) in this area and this process will assist the Department in refining and finalizing the locations (there may be areas outside of this study area which will receive new sidewalks as part of this funding).
